Consular Services

The Philippine Consulate General in Agana strives to offer timely and efficient consular services to approximately 50,000 Filipino nationals on Guam, and the rest of the 30,000 Filipinos in the other Pacific islands under its jurisdiction.

We also conduct consular outreach missions to the other islands around Guam so that services could be delivered to Filipino nationals where they work and reside.

Before You Book an Appointment

Consular Operations During PCOR 2

All consular services, including claiming of new ePassports and other consular documents, are strictly by appointment only. We now have additional appointment slots with our expanded reopening phase under the current PCOR 2 status here on Guam. These slots are available from Monday to Thursday, from 10:00 a.m. to 3:00 p.m. only for regular consular services and from 3:00 p.m. to 4:00 p.m. for claiming of new ePassports or other consular documents. Also:

  • We are now accepting applications for dual citizenship with those filed on Monday, Tuesday, and Wednesday to be processed for oath-taking by that Thursday, while those filed on Thursday will take their oath on the Thursday of the following week;
  • Due to continuing restrictions on foreign nationals entering the PHL, we are not yet accepting visa applications at this time;
  • Those who wish to claim their passports or other consular documents may do so by booking an appointment between 3:00 p.m. and 4:00 p.m.
  • Make sure you have the complete requirements (with the proper number of photocopies) with you on your appointment as we do not have photocopying service on-site and you will have to book another appointment if your documents are deficient.

If the Government of Guam decides to declare PCOR 3 or PCOR 4, we will adjust our operations and provide new appointment slots as appropriate to the announcement made. For questions, email
