When Guam was liberated in 1946, the United States Naval Administration, which then administered the government affairs of the island, turned to the Philippines for skilled manpower to help in the immediate rehabilitation and reconstruction of Guam. Filipino workers came in droves to perform all kinds of jobs, so many in fact that at one time there were around 20,000 Filipino workers on the island.

Due to the large number of Filipino workers on the island, the Philippine Government and the U.S. Naval Administration felt the need to establish a Philippine Government entity that would oversee the affairs of these workers. Initially, a consulate was established with Mr. Eduardo Xauduro appointed as Honorary Consul in 1945. Mr. Xauduro served in that capacity until 1952 when the Department of Foreign Affairs appointed Mr. Bartolome A. Umayam as the first career Consul and Principal Officer to serve on Guam.
The Consulate General now has jurisdiction over Guam and the Commonwealth of the Northern Mariana Islands (Saipan, Rota and Tinian), with concurrent consular jurisdiction over the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands.
