Consul MARK FRANCIS C. HAMOY has been the Acting Head of Post of the Consulate General of the Philippines in Agana since October 2019.
He first arrived on Guam to start his second tour of duty as a career Foreign Service Officer on 25 January 2014. Prior to this assignment, he completed his first tour of duty at the Embassy of the Philippines in Amman, Jordan, where he served as Third Secretary and Vice Consul, and then subsequently as Second Secretary and Consul from November 2005 until June 2011.
At the Department of Foreign Affairs, Consul Hamoy worked from 2002 to 2005 in the Office of ASEAN Affairs, where he handled the Economic Cooperation Division. He also served as Special Assistant to the Undersecretary for International Economic Relations from 2011 to 2014 with direct responsibility over the Economic Diplomacy Unit.
Consul Hamoy earned his Complementary Studies in Management diploma in 1999 and Master of Business Administration degree in 2000 from the Katholieke Universiteit Leuven in Belgium. He graduated from the University of the Philippines in Los Baños in 1993 with a Bachelor of Arts degree in Communication Arts.
While in Belgium, he worked for nearly two years as an assistant to the Commercial Attaché of the Philippines and helped promote trade and investments.
Although he was supposed to end his tour of duty on 25 January 2020, Consul Hamoy's assignment on Guam was extended by the Secretary of Foreign Affairs so he could continue in his present capacity as Acting Head of Post.
He was recently promoted to the rank of Career Minister.
Consul Hamoy is married to Leah Soledad Mendoza Hamoy, and they have a son and daughter.
